Congressional Labor Caucus Statement on Biden Administration’s New Global Labor Strategy

WASHINGTON, D.C. — Today, the Congressional Labor Caucus Co-Chairs Representatives Donald Norcross (D-NJ), Steven Horsford (D-NV), Mark Pocan (D-WI), and Debbie Dingell (D-MI) released the following statement on President Biden’s new comprehensive global labor strategy:

“President Biden’s whole-of-government strategy to advance labor rights globally is a historic step forward for all workers. This unprecedented commitment to promoting worker empowerment, cracking down on union intimidation efforts, and building capacity on labor rights enforcement across the Federal government will level the playing field for U.S. workers and lift standards for those around the world.

“President Biden’s commitment to improving labor standards globally will raise wages and working conditions for workers here at home. We applaud him for this important work and look forward to continue partnering with the Biden Administration in advancing its historic pro-worker agenda.”

On Thursday, November 16, President Biden signed the first-ever Presidential Memorandum outlining the Administration’s commitment to advancing workers’ rights globally. The Memorandum signed by the President establishes the following priority lines of effort:

  • Using Diplomacy, Economic Engagement, and Foreign Assistance to Promote Internationally Recognized Labor Rights, Worker Empowerment, and Organizing;

  • Preventing and Responding Swiftly and Meaningfully to Threats, Intimidation, and Violence Against Trade Union Leaders, Labor Rights Defenders, and Labor Organizations;

  • Strengthening Capacity Across Federal Departments and Agencies to Lead a Global Labor Agenda;

  • Engaging Multilateral Organizations and Building Coalitions to Advocate for Internationally Recognized Labor Rights, Worker Organizing, and Improved Global Labor Standards; and

  • Enhancing Trade Enforcement and Other Related Tools to Promote Internationally Recognized Labor Rights.
