Congressional Labor Caucus Chairs Applaud House Passage of Faster Labor Contracts Act
WASHINGTON, D.C. – Today, Labor Caucus Co-Chairs Donald Norcross (NJ-01), Mark Pocan (WI-02), Debbie Dingell (MI-06), and Steven Horsford (NV-04) issued the following statement following the House passage of H.R. 5408 - Faster Labor Contracts Act:
“Securing a first contract is the hardest, most critical step for any new union. Across the country, workers are organizing and winning historic victories—only to be met with years of intentional delays and obstruction by their employer. The Faster Labor Contracts Act meets this moment by guaranteeing these workers a spot at the bargaining table – ensuring that a workplace victory directly translates into real benefits. This bill is a vital step toward holding union-busters accountable, protecting worker power, and maintaining the momentum of a strong labor movement.

The Faster Labor Contracts Act, a bipartisan bill led by Congressman Donald Norcross (D-NJ) and Congressman Pete Stauber (R-MN), officially passed the House following a discharge petition campaign that secured 218 signatures last month to force a floor vote. This legislation would amend Section 8(d) of the National Labor Relations Act to establish a clear process for negotiations, prevent bad-faith delays, and ensure workers can secure a first contract in a timely manner. On average, it takes more than 458 days for a union to secure their first contract.
